Designation Process

The Targeted Financial Sanctions (TFS) regime comprises of two (2) processes namely the designation process and the freezing process pursuant to the United Nations Security Council Resolutions (UNSCR’s) 1267 and 1373.  The Designation process is done through the United Nations Security Council (UNSC) or one of its committees and respective government jurisdictions of government countries. In the case of PNG, designation is executed at the highest level of authority which in this case would be the Ministerial level whilst the freezing process is performed by relevant Governmental agencies. Additionally, designation may also be requested by a foreign government to PNG or vice versa using the respective designation processes of the requesting foreign government.
